Attach the measured value and the thresholds to every diagnostic.



`data` attaches named values to the diagnostics of a rule. The panel can show them, and tools reading the diagnostics can use them without parsing the message. Include the measured value and the thresholds that caused the report.

An entry is a field path, or a constant `{ "literal": value }`:

```json
"data": { "scalePercent": "clip.scale", "min": "options.min", "max": "options.max" }
```

A constant is useful to tell which check fired:

```json
"data": { "reason": { "literal": "opacity" }, "value": "clip.opacity" }
```

`data` at the top of the rule file applies to every check. A check's own `data` is merged over it. The top-level entries must be valid in the scope of every check.
